Lahore engineering hub, serving Dubai & the UAE
Software Company forAbu Dhabi
10silicon is a software company Abu Dhabi organisations engage when a project has to pass procurement, satisfy a compliance team and still ship on time. We build custom web platforms, mobile apps and content systems for government-linked entities, energy and industrial groups, hospitals, universities and large private enterprises in the capital, with engineering done in our Lahore hub and delivery managed in UAE hours.
Abu Dhabi work is different from a typical Dubai startup build. Buyers expect written proposals, security questionnaires, Arabic-first interfaces and clear answers on where data lives. Over 7+ years and 100+ projects we have learned to treat those expectations as part of the scope rather than as obstacles, and this page explains how.

How we work
Our 3-step process
- 1
Strategic Discovery
We map your goals, users, constraints and success metrics into a scoped plan with a fixed first milestone before any code is written.
- 2
Agile Engineering
Two-week sprints with a demo at the end of each one. You see working software, not status reports, and can change direction early.
- 3
Deployment & Growth
Production launch with monitoring, documentation and a growth plan: performance, SEO, analytics and a maintenance retainer if you want one.
Why it works
Why a Lahore hub is a practical software company for Abu Dhabi
Large Abu Dhabi organisations usually have two options for software: a global consultancy with day rates to match, or a local reseller that subcontracts the engineering anyway. 10silicon gives you the engineering team directly. Our developers, designers and QA engineers are full-time staff in Lahore, Pakistan, one hour behind Gulf Standard Time, so your working hours and ours overlap almost entirely and nobody is waiting overnight for answers.
We are honest about our footprint. There is no 10silicon office in Abu Dhabi or anywhere in the UAE. Consultation happens over video as standard, and we arrange on-site consultation in Abu Dhabi by prior arrangement for discovery workshops, steering committee presentations and go-live support. For most projects that mix works well: the expensive face-to-face time is spent where it matters and the engineering cost stays sensible.
Because our team has delivered for regulated clients in fintech and healthcare, the habits larger organisations expect, such as change logs, access control, environment separation and formal sign-off, are already part of how we work rather than something you have to ask for.
Agency vs offshore vs hybrid
Choosing a abu dhabi partner: how the options compare
Rates are indicative 2026 market figures for senior work. The point is not the cheapest hour; it is senior engineers, full working-hours overlap and ownership of what you pay for.
| Criteria | Dubai agency | Offshore shop | 10silicon |
|---|---|---|---|
| Indicative hourly rate | USD 60 - 120 | USD 15 - 35 | USD 25 - 45 |
| Working-hours overlap with GST | Full | Often 2 - 4 hours | Full (Lahore is GST minus 1) |
| Who you talk to | Account manager | Rotating contacts | Named engineer and project lead |
| Demos | Monthly or at milestones | Varies | Every two weeks on a staging URL |
| Code and accounts | Usually yours | Sometimes theirs | Always in your repos and cloud accounts |
| In-person meetings | At their office | Rare | Video any time; on-site in Dubai by arrangement |
| Arabic / RTL and UAE payments | Yes | Varies | Yes, standard on every build |
UAE-ready by default
Built for how business works in Abu Dhabi
Offshore teams often learn UAE requirements on your project. We treat them as standard scope, so Arabic, AED payments, VAT invoicing and data protection are designed in rather than bolted on.
- 01
Arabic & RTL interfaces
Bilingual English-Arabic layouts planned from the first wireframe, with right-to-left mirroring and Arabic typography that holds up on mobile.
- 02
UAE payment gateways
Integration with Network International, Telr, PayTabs, Stripe and bank gateways, plus Tabby and Tamara instalments and cash on delivery flows.
- 03
VAT and e-invoicing
FTA-compliant tax invoices with TRN, 5% VAT handling, credit notes and exports your accountant can reconcile.
- 04
Data protection by design
Built with the UAE Personal Data Protection Law in mind: consent records, access control, encryption and data residency in Gulf cloud regions when required.
- 05
Sector rules designed in
For fintech, healthcare and education builds we design for regulator expectations such as CBUAE, DHA and MOHAP requirements; compliance sign-off stays with your advisers.
- 06
WhatsApp-first customer flows
Click-to-chat, WhatsApp Business API notifications and lead capture, because that is how UAE customers actually get in touch.
Compliance sign-off for regulated sectors stays with your legal and regulatory advisers; we build to the requirements they specify.
Fit
Who we build for in Abu Dhabi
The Abu Dhabi client base is weighted towards larger and more structured organisations. Government-linked entities and their subsidiaries need portals, internal tools and public-facing apps that meet policy requirements. Energy, utilities and industrial groups need field apps, asset and inspection systems, and dashboards that connect to existing enterprise software. Hospitals and clinic groups need patient-facing apps and appointment systems built with confidentiality in mind. Universities, schools and training institutes need learning platforms, admissions portals and student apps. Family-owned conglomerates need the custom systems that off-the-shelf products do not cover.
We also work with ambitious smaller companies in the emirate, particularly those supplying the organisations above, who need to look and operate at the standard their customers expect.
Procurement
Procurement, documentation and sign-off
Abu Dhabi buyers tend to ask for things that smaller vendors find difficult: a formal technical and commercial proposal, a company profile with references, a signed NDA before scoping, a security and data-handling questionnaire, a statement of work with acceptance criteria, and documentation deliverables alongside the code. We supply all of these as a matter of course and we keep templates ready so that a tender response does not delay the project.
During delivery, we provide a project charter, a risk register, sprint reports and a traceability sheet that links each requirement to the feature that satisfies it and the test that proves it. At handover you receive architecture documentation, deployment runbooks, an operations manual and training sessions recorded for your staff. If your organisation has its own project management office or external auditor, we work inside their templates rather than asking them to adopt ours.
- Proposal, NDA, statement of work and acceptance criteria before any engineering begins
- Security questionnaire answered in writing, with named controls and evidence
- Requirement traceability from scope document to test case
- Formal user acceptance testing with signed milestone approvals
Localisation
Arabic-first interfaces and data residency
In Abu Dhabi, Arabic is often the primary language of the interface rather than a translation added later. We design right-to-left layouts first, choose typefaces that render Arabic cleanly on mobile, handle mixed-direction text in forms and tables, and use native Arabic reviewers for interface copy so that labels read naturally rather than like machine output. English is built in parallel, and content editors manage both languages from one screen.
Data residency is a frequent requirement. Where a client or regulator needs data to remain in the UAE, we deploy to cloud regions inside the country or to infrastructure your organisation already operates, and we document the data flows so that reviewers can see what is stored where. Backups, logs and analytics are covered by the same rule, because those are the places where data usually leaks out of a region unnoticed.
Services
App development and web development for Abu Dhabi organisations
App development in Abu Dhabi for us usually means a staff-facing or public-facing mobile app backed by an API we also build. React Native and Flutter let one team ship iOS and Android together, which matters when a procurement cycle has already consumed months and the launch date is fixed. Offline support, device management compatibility and Arabic as the default language are standard considerations.
Web development in Abu Dhabi covers portals, internal systems and public websites. The portals and internal systems are built on React, Next.js and a Node.js or Laravel backend with PostgreSQL or MySQL, chosen to fit what your IT team already supports. Public websites are usually WordPress with a hardened configuration, bilingual content and a search engine strategy for the UAE. All of it follows our three-step process: Strategic Discovery, Agile Engineering and Deployment & Growth, with the documentation layer described above added for larger clients.
Consultation
How to start a conversation
The first meeting is a video call in UAE hours, usually thirty to forty-five minutes, where we listen to the problem and ask about stakeholders, timelines, procurement steps and any compliance constraints. From that we produce a short written note with an approach, an indicative budget range and what we would need to see before quoting. If your organisation prefers an in-person discovery workshop, we arrange an on-site consultation in Abu Dhabi by appointment.
Email contact@10silicon.com or call or WhatsApp +971 56 639 0908. If you are issuing a request for proposal, send it to the same address and we will confirm within two working days whether we intend to respond.
