Software Development Cost in Dubai: What UAE Businesses Should Budget in 2026
Indicative 2026 price bands for custom software in the UAE, the factors that move a quote up or down, and how to get proposals you can compare side by side.
Every week a UAE business owner asks us some version of the same question: what is the real software development cost in Dubai? The honest answer is a range, not a number, because a two-screen internal tool and a multi-tenant SaaS platform are both called software. This guide gives you the indicative 2026 market ranges in USD and AED, explains what moves a quote up or down, and shows you how to compare proposals from different vendors on equal terms.
Everything here is an indicative market range for 2026, not a quote. Your own number depends on scope, and the only way to get it is a written discovery document that a vendor can price against.
What counts as custom software in this guide
When we talk about custom software we mean systems built for one company's workflow rather than bought off the shelf. In the UAE market that usually falls into one of five buckets.
- Internal tools: approval flows, inventory trackers, HR or fleet dashboards that replace spreadsheets and WhatsApp groups.
- Customer, tenant or partner portals: secure logins where clients view documents, pay invoices, raise requests or track orders.
- Custom CRM or ERP modules: a sales pipeline, quotation engine or procurement module built around how your team actually sells and buys.
- SaaS products: multi-tenant platforms you sell to other businesses, with subscription billing and an admin console.
- Integrations and middleware: the glue between your accounting system, your online store, a payment gateway and a government portal.
Websites are a different conversation. If that is what you need, see our page on web development in Dubai and our guide to website design cost.
Software development cost in Dubai: indicative 2026 price bands
The table below reflects what UAE businesses are typically paying in 2026 for projects delivered by a professional team with a written scope, testing and a proper handover. AED figures are rounded conversions at roughly 3.67 to the dollar.
| Project type | USD | AED | Typical timeline |
|---|---|---|---|
| Internal tool or portal | 8,000 to 20,000 | 29,000 to 73,000 | 6 to 10 weeks |
| Custom CRM or ERP module | 20,000 to 60,000 | 73,000 to 220,000 | 3 to 5 months |
| Enterprise platform or SaaS | 60,000 to 200,000+ | 220,000 to 735,000+ | 5 to 12 months |
The lower end of each band assumes a tight scope, a single language, standard reporting and one or two integrations. The upper end assumes several user roles, Arabic and English, custom dashboards, data migration from an old system and a compliance review. Most first releases land in the middle of a band, and a sensible vendor will help you cut scope to reach that first release sooner.
What drives the cost up or down
Vendors do not price by the screen. They price by the effort behind the screen, and seven factors account for most of the variation in a UAE quote.
Scope and number of workflows
Each distinct workflow (create a quote, approve it, convert it to an invoice, chase payment) needs design, build, testing and edge cases. Ten workflows cost roughly twice as much as five, not ten percent more.
Integrations
Connecting to Zoho Books, Tally, SAP, a bank, a courier API or a UAE payment gateway is where budgets slip. Each integration is a small project with its own authentication, error handling and monitoring. Budget USD 1,500 to 6,000 per integration depending on how well documented the other side is.
User roles and permissions
An admin, a manager, a field agent and an external customer all see different screens and different data. Every added role multiplies the test cases and the security surface.
Arabic and right-to-left layout
Bilingual interfaces add 10 to 20 percent when planned from the start and far more when retrofitted. Date formats, number formatting, mirrored layouts and translated notifications all need handling.
Reporting and dashboards
Standard list views are cheap. Custom KPI dashboards, scheduled PDF exports and management reports that combine data from several modules are not.
Security and compliance
If you handle card data or health records, or work with a regulated entity, expect audit logging, encryption at rest, data residency in a Gulf region and penetration testing to appear in the quote.
Data migration
Moving five years of records from Excel or a legacy system into a new database is unglamorous work that often costs 5 to 15 percent of the build.
Hourly rates: Dubai agency vs offshore vs hybrid
When a vendor quotes by the hour or by the sprint, the rate card tells you where their team sits and how it is managed. These are indicative 2026 ranges for senior-led teams.
| Delivery model | Indicative rate (USD per hour) | What you usually get |
|---|---|---|
| Dubai agency with in-house team | 60 to 120 | Local meetings, with Dubai salaries and rent priced into the quote |
| Pure offshore team | 15 to 35 | Lowest rate, but you manage time zones, quality and ownership yourself |
| Hybrid model (UAE delivery, Lahore engineering hub) | 25 to 45 | Senior engineers employed full-time abroad, project lead working UAE hours |
10silicon runs the hybrid model. Our engineers are full-time staff in Lahore, Pakistan, one hour behind Gulf Standard Time, and your project lead is on WhatsApp during UAE hours. We do not have a UAE office, and we would rather say that upfront than pad a quote to pay for one. If you want a team on a monthly basis rather than a project price, see our page on hiring dedicated developers.
A low hourly rate is not the same as a low project cost. A USD 20 per hour team that needs 1,500 hours and two rewrites costs more than a USD 40 per hour team that needs 600 hours and ships once. Always compare total estimated hours and the seniority of the people doing them.
Fixed price or time and materials?
Both models work, and the right one depends on how certain your scope is.
Fixed price
You get a known number for a defined scope. The vendor carries the risk of underestimating, so they add a contingency of 15 to 30 percent and will charge for every change request. This suits well-defined projects such as a portal replacing a known manual process.
Time and materials
You pay for the hours used, usually with a monthly cap and a sprint-by-sprint plan. It is cheaper when the scope is still forming, such as a SaaS product that will change after the first customers use it, but it needs a vendor you trust and reporting you can read.
The approach we recommend for most UAE clients is a blend: a fixed price for discovery and the first milestone, then time and materials or fixed-price sprints once both sides understand the product. That is how our software development engagements in Dubai are structured.
Budget for maintenance after launch
Software is not finished at go-live. Operating systems update, APIs change, staff ask for improvements and security patches arrive. Plan for 15 to 25 percent of the build cost per year for maintenance, support and small enhancements.
- Hosting and infrastructure: USD 50 to 500 per month for most business tools on AWS or similar, more for high-traffic SaaS.
- Third-party services: email delivery, SMS or WhatsApp APIs, maps, payment gateway fees and monitoring tools.
- Support retainer: a fixed number of hours per month for bug fixes, updates and small changes, with faster response times than ad hoc requests.
- Major upgrades: framework version jumps every two to three years, which should be scheduled rather than discovered.
If a vendor's quote has no mention of maintenance, ask what happens on day 31 after launch.
Licences vs custom: when Odoo, Zoho or Salesforce is cheaper
Custom software is not always the right answer, and a vendor who says otherwise is selling rather than advising. For standard functions such as accounting, basic CRM, HR and inventory, a licensed platform with light configuration usually wins on cost for the first two or three years.
Licensed platforms carry their own costs: per-user fees that grow with your headcount, implementation partners, and the limits of what the platform allows. Custom software carries build cost upfront and ownership forever.
How to get a quote you can actually compare
Three proposals ranging from USD 12,000 to USD 90,000 for the same project almost always describe three different projects. To compare fairly, give every vendor the same brief and ask for the same breakdown.
- Write a one-page brief: the business problem, who the users are, the five most important workflows, the systems it must connect to and the languages it must support.
- List what you already have: existing data, brand assets, hosting accounts and API documentation from your current tools.
- Ask each vendor for a milestone breakdown with hours, roles and a price per milestone, not one lump sum.
- Ask what is excluded: data migration, third-party licences, hosting, training and post-launch support.
- Ask for the names and seniority of the people who will do the work, not just the people who sold it.
- Ask for a staging URL or demo from a previous project so you can judge the quality of what they ship.
- Confirm in writing that source code, repositories and cloud accounts will be in your name.
Our own process follows this shape. Strategic Discovery produces the written scope and a fixed price for the first milestone, Agile Engineering delivers in two-week sprints with a demo at the end of each one, and Deployment & Growth covers launch, monitoring and a retainer if you want one. You can request a scoped proposal here.
Red flags in a software quote
Over 7+ years and 100+ projects we have seen the same warning signs repeat. If you spot two or more of these, slow down.
- A single number with no milestone breakdown and no list of exclusions.
- A fixed price agreed before anyone has asked detailed questions about your workflows.
- No mention of testing, staging environments or who fixes bugs after launch.
- Source code or hosting kept in the vendor's accounts for convenience.
- Arabic support described as easy to add later.
- A timeline dramatically shorter than every other quote for the same scope.
- Pressure to pay more than 30 to 40 percent before any working software is demonstrated.
A good vendor will ask hard questions, show you working software early and be comfortable with you owning everything. That is the standard we hold ourselves to for clients across Dubai, Abu Dhabi, Sharjah and the wider UAE.
